INTRODUCTION

David Lamason is a Director of Planners Plus Limited with over 20 years of planning experience in New Zealand. David has worked at several local authorities including Kapiti Coast District Council, Palmerston North City Council, Napier City Council and Thames-Coromandel District Council. David’s experience within local authorities provides an insight into Council’s key concerns and issues when processing resource consent applications and the politics within local authorities. As a planning consultant, David has prepared a number of resource consent applications for clients, with particular experience in preparing applications for commercial and retail developments, comprehensive residential developments, retirement villages, apartment developments, tourism facilities and coastal/rural development. David’s specialist areas include providing planning services to local authorities, residential developers and oil companies.

  • Planning Consultant engaged by Pauanui Waterways Limited, Whitianga Waterways Limited and Whitianga Commercial Limited for various projects including a supermarket (i.e. Countdown Whitianga); The Warehouse bulk commercial retail development; retirement village; subdivision development and comprehensive residential developments. (2008 ongoing)
  • Planning Consultant engaged by Whangamata Oceans Sports Club for a building addition on Council Recreation Reserve and within the vicinity of a locally and nationally important archaeological site. (July 2012 to March 2013)
  • Planning Consultant engaged by Whangamata Marina Society for dredging operation to maintain a safe navigation access channel and review of technical reports. (December 2012 to June 2013)
  • Private Plan Change for a Structure Plan for 20 lifestyle allotments adjacent to Hot Water Beach. Project managing the entire Private Plan Change process, which was an incredibly complex and difficult planning process. (2009-2012)
  • Planning Consultant for 63 unit retirement village for Whitianga Waterways Limited (2010 – ongoing)
  • Planning Consultant engaged by Coromandel Elim Church Trust to prepare a resource consent application for a church, conference and community centre within a residential area of Coromandel Town. The project involved public consultation and attendance at Council hearing. (2006-2008)
  • Planning Consultant engaged by Sovereign Pier Limited to prepare a resource consent application for a 48 residential unit development adjacent to the Whitianga Waterways Canal development. The application also included regional council consent for private marina berths and a boat ramp. (2005/06)
  • Planning Consultant engaged by Arnack Limited to prepare a resource consent application for an 86 residential unit comprehensive development at Cooks Beach. (2005 – 2008)
  • Planning Consultant engaged by Bayley Developments Limited to prepare a resource consent application for a commercial and residential development within the Cooks Beach identified commercial area. (2005 -2008)
  • Planning Consultant engaged by SAI Construction and Developments Limited to manage the resource consent process for two commercial and residential apartment developments in Whitianga and Whangamata. (2005/06)
  • Planning Consultant engaged by Foodstuffs Limited to prepare applications and submissions relating to supermarkets. (2005 -2008)
  • Planning Consultant engaged by Coromandel Land Trust to prepare a coastal subdivision consent application for eight additional allotments, protection of a wetland, an esplanade reserve and Pa site. The decision was appealed to the Environment Court, which was successfully resolved through mediation. (2005/06)
  • Planning Consultant engaged by First Lights Limited in providing advice and preparing resource consents for three comprehensive travellers’ accommodation and commercial developments in Whitianga. (2004 -2007)
  • Planning Consultant to a number of private individuals in providing advice and preparing resource consent applications for proposals such as travellers’ accommodation, multi-unit/comprehensive residential developments, and retail developments. Also responsible for preparing and presenting evidence at Council Hearings on behalf of the applicant. (2004 – ongoing)
  • Planning Consultant to a number of private individuals in providing advice and preparing subdivision consent applications for urban; rural-residential developments and coastal subdivisions. (2004 – ongoing)
  • Site assessments and subdivision options for properties located within sensitive coastal environments.
  • Environmental Planner engaged by Caltex New Zealand Limited to prepare resource consent applications, assessments of environmental effects, and carrying out site audits for various service station proposals. This work involved analysing District Plan requirements, public consultation, preparing submissions and presenting evidence to Council hearings.

RMA PLAN DEVELOPMENT & ADMINISTRATION PROJECTS

  • Planning Consultant engaged by various persons relating to preparing submissions on the Thames-Coromandel District Council’s Proposed District Plan recently notified. (December 2013 ongoing)
  • Planning Consultant for the Thames Coromandel District Council responsible for management of all resource consents for Matarangi Beach Estates relating to comprehensive residential subdivision, construction of significant lakes within the coastal environment and co-ordination between applicant’s agents and Council managers.
